Cosmetic Products

To create an account on the Dubai Municipality portal, you must first register your company in Dubai. Cosmetic products encompass any substance or composition intended for contact with various external parts of the human body, including the epidermis, hair system, nails, lips, external genital organs, teeth, and oral mucous membranes. The purpose is to clean, perfume, alter appearance, correct body odors, protect, or keep them in good condition.

The Process for Registering Cosmetic Products:

1. A valid UAE industrial/commercial license.

2. Register in the Montaji system.

3. Apply for consumer product registration.

4. Required documents:

• Clear product image.
• Artwork of the product.
• Certificate of Free Sale (for imported products).
• Ingredient report.
• Analysis certificate.
• GMP Certificate.
• Laboratory test report as per the Persian Gulf standard UAE.S GSO 1943 and the Ministerial Decree No. 18 of 2014 for each category.
• Formula declaration with ingredients and percentages.
• Distribution agreement.
• Arabic labeling.
• Product safety report according to Annex 3 of Ministerial Decree No. 18 of 2014.
• Organic/halal quality certificate, etc., if available.

5. Pay the registration fee.

6. Check the Dubai Municipality's response (approved/rejected/incomplete) on the website.

7. For incomplete applications, review comments, upload necessary documents, and resubmit for continued registration.

8. In case of rejection, obtain an electronic assessment report.

9. Upon approval, pay the due fees and receive an electronic registration certificate via Montaji.

Every product to be imported to Dubai for the local market must be registered with Dubai Municipality and receive a registration certificate, required during shipment clearance.

The registration process ensures each cosmetic product has all necessary information on the label, helping consumers make informed decisions. It allows Dubai Municipality to check all products imported to Dubai for harmful substances, banned or unfit for human use. Products failing to meet these standards will be rejected.

The Dubai government standardizes cosmetic production, sale, and import, requiring all cosmetics to be registered before market placement. A cosmetic product cannot be imported, exported, sold, or distributed in Dubai without registration.

This process ensures consumer safety, clarity on product use through standard label instructions, and compliance with assessment procedures. Products meeting Dubai Municipality requirements receive a registration certificate after approval or registration, even if for re-export purposes.

Dubai Municipality's Health and Safety Department (HS-D)

All cosmetics must be registered with HS-D before being sold and distributed in the market. Cosmetic products are categorized into low, medium, and high risk based on ingredients, usage, and target audience.

Required documents:

• Product image (PDF).
• Product artwork (PDF).
• Certificate of Free Sale.
• Analysis certificate.
• Company license.

Submit these documents to HS-D for registration. HS-D will review and may request additional information or clarifications. They conduct a safety assessment to ensure compliance with government safety standards.

Approval grants a five-year valid registration certificate from HS-D, renewable upon expiry. Post-registration, companies must comply with HS-D's post-market surveillance requirements, including reporting any side effects, changes in product composition or labeling, and adhering to any necessary corrective actions.

Registration of Food Contact Materials

1. Email the service application form and required documents to montaji-fcm@dm.gov.ae.
2. Pay the fees sent to your email.
3. Check Dubai Municipality's response (approved/rejected/modified) via email.
4. Receive the registration certificate by email, if approved.

Required documents:

1. A valid conformity certificate from the Ministry of Industry and Advanced Technology, or valid product test reports (no older than one year) from an accredited laboratory.
2. Product photograph.
